Because the platform itself is the fall protection. A compliant scissor lift has full guardrails, mid-rails, toe boards and a gated or chained entry — you’re working inside a fenced box. Australian practice treats that guardrail system as the primary control, so an additional harness generally isn’t required for normal use with the gate closed and both feet on the deck. That’s one reason scissors are the default for crews: no harness admin, no anchorage checks, and no high-risk licence in Victoria either (see the licence guide).
A boom can catapult. When a boom-type EWP drives over a pothole or gets clipped, the long arm whips the basket hard enough to throw an operator clean over the rails — guardrails don’t help with that. So in boom-type EWPs, a harness with a short lanyard connected to the basket’s anchor point is mandatory, full stop. If your job needs a boom, budget for harnesses and make sure everyone using it is trained in them.
| Situation | Harness required? |
|---|---|
| Scissor lift, normal use, gates closed | Generally no — guardrails are the control |
| Boom-type EWP (knuckle, stick, trailer-mounted) | Yes — mandatory |
| Any EWP where site rules say “harness” | Yes — site rules win |
| Scissor lift used in a non-standard way (gate open, leaning out) | Don’t do it — and if a task genuinely needs it, it needs a specific risk assessment first |
Three checks, two minutes: read the site’s EWP rules from the induction paperwork; if any boom is involved, count harnesses and confirm training; and if anything about the task means leaning past the rails, stop and rethink the machine choice — often a taller scissor from hire by height puts the work inside the rails instead. This guide is general information, not legal advice: confirm current requirements with WorkSafe Victoria guidance before your crew relies on it.
If the platform has a rated anchor point, yes — clip to that, never to the rails. Some crews standardise on harnesses across all EWPs to keep the rule simple, which is a perfectly sensible policy.
Yes — it’s a boom-type EWP, so harness rules apply in the basket. Our 35ft trailer cherry picker is $250/day ex-GST on the rates page.

Start with current WorkSafe Victoria guidance on elevating work platforms and the machine’s operator manual. Site-specific requirements live in your site’s safety management plan. When they differ, follow the strictest one.
If the work is straight up, a scissor usually does it with no harness and no licence — tell us the job and we’ll confirm.
